Or, require both players to perform a casting sequence on a character to perform an attack, and halve the amount of notes required? I don't really know, lol. Simplest sollution would be to increase the amount of notes per attack for the player to even things out, perhaps. Lanes would have to recover faster so it would stay interesting, which would help you cast more spells even-faster-still.
